Summary
Bump Go Version to 1.23.1-2.
I'm submitting this to make it easier to get the URLs/hashes involved in the latest 1.23 build.
Note that Azure Linux is not ready for Go 1.23 as of https://github.com/microsoft/azurelinux/pull/10161#discussion_r1722783858. Some packages using Go fail.
