Unable to create Web App +DB under lab

Hello, In the Monitoring application performance with application insight lab Monitoring Application Performance with Application Insights | Azure DevOps Hands-on-Labs (azuredevopslabs.com) As well as in another lab, We requested to create a web app + database.

I don’t have permissions to create is under any of the subscriptions in the list and there is no subscription as Visual Studio Enterprise as it mention in the lab.

Please advise how to create this Web app as it is needed in more than one lab.
