Results pane size keeps resetting to default.

Steps to reproduce
- Click "Toggle Query Results" to show.
- Adjust the size of the pane to a smaller size.
- Click "Toggle Query Results" again to hide.
- Click "Toggle Query Results" again to show. Result: The results pane size is back to original size. Does not remember the initial size set.
I frequently toggle the results pane. So, I have to adjust the pane again each time. Else the viewport for the text editor is too small for working.

Hi, @alanrenmsft, could we reopen this issue? I am still seeing this behavior in 1.38.0. I think maybe this was mischaracterized as a dupe of #17562, because the results/messages pane size will stay consistent between query executions, however, if you hide the results/messages pane as described in this repro, then the size gets reset.
