Save AS CSV gets stuck when attempting to save results containing arabic text strings.

• Azure Data Studio Version: 1.17.1
• Operating System: Windows 10 Home Edition

Steps to Reproduce:

1. Run a query that results in a record that has arabic in a column.
2. Click "Save As CSV"
3. Select a directory to save into and name the file to be saved.
4. No file is saved and Azure Data Studio is stuck with a persisting "Saving file..." notification on screen. Azure Data Studio can still be used, but attempting to save again adds a new "Saving file..." notification to the bottom right.

The options "Save As Excel", "Save As XML", "Save As JSON" work and produce the expected result.

This is happening to me as well on macOS with version 1.37.0. The other issues do not cover it.

I have the the same problem on the latest Mac version v1.40.0.

This issue still exists in Version: 1.48.0 on macOS 14.4.1
