Azure Arc-enabled data services on GKE cluster onboarding issue

Jumpstart scenario or ArcBox flavor which you are working on. All of the Data scenarios for GKE

Describe the bug.

• Terraform version needs to be updated
• Arc onboarding fails on GKE as there are changes in the GKE auth plugin: https://cloud.google.com/blog/products/containers-kubernetes/kubectl-auth-changes-in-gke. Kubectl need to be installed using the gcloud CLI for it to be able to be onboarded
• After the cluster gets onboarded it fails to enable custom locations with issue described here: https://docs.microsoft.com/en-us/azure/azure-arc/kubernetes/troubleshooting#enable-custom-locations-using-service-principal
