Support for VERL 0.6 and vllm 0.11

Let's vote on this one. Make the verl integration compatible with VERL 0.6 could need some efforts and I'm not sure how urgent it is.

Also, as verl 0.5 is not compatible with vllm 0.11, we wouldn't be able to upgrade vllm either if verl version is pinned.

Partially fixed in #246. vLLM 0.11 is still problematic due to a verl 0.6.0 released version issue.

expect. we are trying to train qwen3-vl-8B, which requires vllm 0.11.0 and verl 0.6.0. encounters a lot of problems.
