Describe the bug

PublishSingleFile does not working with ClassLibrary

Steps to reproduce the bug

1.Create a Blank Project 2.Create a Blank Class Library 3.Add Class Library Refrence to Main Project 4.Publish UnPackaged/PublishSingleFile

Expected behavior

Cannot resolve Assembly or Windows Metadata file 'E:\source\App1\ClassLibrary1\bin\Release\net8.0-windows10.0.19041.0\win-x64\ClassLibrary1.dll' App1 E:\source\App1\App1\App1.csproj

Metadata file 'E:\source\App1\ClassLibrary1\bin\Release\net8.0-windows10.0.19041.0\win-x64\ClassLibrary1.dll' could not be found App1
