Pipelines: PublishBuildArtifacts -> PublishPipelineArtifact

The PublishPipelineArtifact task is significantly faster than the PublishBuildArtifacts task.

Our pipelines are on OneBranch which automatically injects PublishPipelineArtifact tasks for us on a dedicated folder.
