Main build failure due to missing nuget packages

Describe the bug

Running buildall requires authentication to access the https://microsoft.pkgs.visualstudio.com/ProjectReunion/_packaging/Project.Reunion.nuget.internal/nuget/v3/index.json

Steps to reproduce the bug

run devcheck run buildall

Additional context

A previous #/pulls/494 attempted to solve the problem, but failed.

tools\nuget\microsoft.taef.10.75.221207001.nupkg is outdated, the project actually relies on v10.82 and it adds 50MB to the repository. A real solution would be to make all packages downloadable from nuget.org instead of caching them locally or relying on any unstable servers.

About a year ago we disabled the ability to perform custom builds due to low usage and high maintenance costs. The builds have been disabled by design.
