[Bug]: Sandbox's Windows uses locale, not display language

Steps to reproduce the bug

  1. Set "Language for non-unicode programs" (under Time & Language > Language & region > Administrative language settings) to e.g. Japanese (Japan)
  2. Set Windows display language to e.g. English (under Time & Language > Language & region)
  3. Open Windows Sandbox
  4. Observe the display language within the environment is Japanese, not English.

Host system: Image

Image Guest sandbox environment: Image Image

Expected result

Sandbox environment should use the host system's display language as it's own display language.

Actual result

Sandbox environment uses legacy system locale for it's display language.
