[Bug]: Fail to Launch with Error "Value does not fall within the expected range" when Network Enabled

Steps to reproduce the bug

Simply open Windows Sandbox (thus with default config)

Expected result

No response

Actual result

Windows Sandbox error out with the following error

Windows Sandbox failed to initialize.
Value does not fall within the expected range.

Included System Information

The error is just too vague for me to know what's even the possible issue, the document is also very vague about what network Windows Sandbox try to setup.

Only know that Windows Sandbox runs perfectly fine when network disabled.
