Multiple windows: minimizing a 'new window', hovering in the main window does not work correctly.

Description

When opening a new Window and minimize that window, try to hover over a navigation item in the left menu. The button will flicker and does not always register clicks.

Additional context

See also: https://github.com/microsoft/microsoft-ui-xaml/issues/10529 and many other issues. I really need this to be fixed!! As you can see your WinUI gallery app is also affected.
