Slowness : Does the Application Driver directly interact with the app which set as root

Does the Application Driver directly interact with the app element which set as root when we try to find an element or does it iterate through all the application which are open during execution.

thanks @anunay1 does it only travel through all the open application's before finding the element? How about other GUI interfaces opened/default in windows desktop like star button/time/etc..
