Generation progress messages displays in your PC language rather than in English

Describe the bug When creating a new project there´s a few messages that appears in the language that the PC is configured, rather than using English. This messages come from Core Template Studio. Currently the rest of Web Template Studio just works in English.

To Reproduce Steps to reproduce the behavior:

1. Set your PC language to a non-english language. For example: Spanish
2. Open Web Template Studio (Ctrl + Shift + P: Web Template Studio)
3. You can use the default settings as they are and just click Create Project
   1. Encoding doesn´t display correctly. Example: página shows weird image instead of á
   2. Pay attention to the modal that provides information about the progress of the creation. Notice some messages are not in English:

        Creating project...
        Creating page {0}...
        Creating components...
      

Expected behavior All messages should use the same language. When displaying special characters should show them correctly.
