Add MSI for WSLA

I only copied the relevant parts from the existing msipackage. Pending changes:

• Update the pipeline to sign the file
• Remove WSLA pieces from the main MSI
• Confirm if the package needs to include anything else
• Update the test/dev scripts and docs to also install this MSI
• Maybe extract all the common pieces of CMakeLists.txt and share it for both packages?
• Update to give the MSI its own version independent of the main one
