Laptop does not sleep if an App is on screen

Steps to reproduce

Install "Tagesschau", open the app and wait that the screen goes black or system switches to modern standby.

Tried on fresh system with only this app installed. But happens on all my laptops. Feedbackhub Logs: https://aka.ms/AAp20ba

✔️ Expected Behavior

Screen should be off and modern standby should be triggered.

❌ Actual Behavior

Laptop stays awake.

Other Software

Tageschau in Amazon Appstore. But also other Apps showing this behavior.
