"Force activities to be resizable" developer option doesn't work

Steps to reproduce

Install an app that doesn't say it's resizable in its manifest but could otherwise be resized properly prior to the the update that caused apps to get marked as non-resizable by default. Enable the "Force activities to be resizable" option under Developer options. Attempt to resize the app.

✔️ Expected Behavior

The app resizes properly.

❌ Actual Behavior

The app gets improperly resized and the "This app does not support resize. Tap refresh to attempt anyway" popup appears.
