Cannot delete project if project directory was deleted in target directory.

Describe the bug I deleted all of the blobs from my target blob container including the images I was working with as well as the vott project definition json file and the vott directory. I assumed this would delete the project from the vott web site but it does not and now when you click delete it fails asking to validate the project file and sas token exist.

To Reproduce Steps to reproduce the behavior:

1. create a blob storage vott project and load a set of images
2. tag a few images
3. delete all of the data in the blob container from above
4. go to vott hosted home page and refresh
5. click the delete button and confirm

The application will respond with an error indicating the project cannot be deleted. See image below.

Expected behavior I believe vott should recognize the project information is missing and remove the project from its internal cache.
