UWP WACK tests are failing

Some of the WACK Tests for UWP templates are failing with an HighVersionLie error on our build pipeline and when executing locally.

We've not done any changes to the UWP templates since the last release, so I don't think this is related to the templates.

Applied changes from https://github.com/microsoft/react-native-windows/issues/6331#issuecomment-738684154 on the build machine and queued a new build

Some Wack tests are still failing on the build machine, but they are failing with a different error now Test run on my local machine ran fine: WACK tests

Do we need somewhere other than the backlog to keep track of issues like this? It's worrying that it sat without progress for so long. Ideally, anything that needs addressing ASAP should be in the current/next release. Even if that means needing to move to the subsequent release if external factor are blocking.
