WG21-P2264R7 User-Friendly assert()

No feature-test macro is mentioned.

This will need to be implemented in the UCRT, and almost certainly should be implemented unconditionally.

I don't immediately know whether this will need to be implemented in the UCRT.

It seems to me that UCRT should implement the change (WG14-N2829). Note that the change is recommended to be backported even though it is not officially a DR.
