[ZH DateTimeV2] Datetime Range under ExperimentalModel not consistent with English

Describe the bug The resolution for Datetime ranges in Chinese under Experimental mode is different from its English counterpart. In English, "from 2014 to 2016" results in [2014-01-01, 2017-01-01). However, "2014年至2016年" in Chinese returns [2014-01-01, 2016-01-01).

The Chinese results should match the English version.

Expected behavior "2014年至2016年" in Chinese, the parsed to [2014-01-01, 2017-01-01).
