[EN DateTimeV2.Timezone] Support recognition of common timezone short names as entity, providing possible alternatives

For example, in: "schedule a meeting at 3PM CST" CST should be tagged as timezone, plus the response should include possible alternatives if ambiguous (e.g. "Central Standard Time", "China Standard Time").

Current solution under "EnablePreview" doesn't handle ambiguous cases.
