Add dev.off for plot window, all plot windows, and all other plot windows

We'll call it "Shut down".

Rename Hide All Plot Windows to Hide (Close) All Plot Windows.

Plot window toolbar will have additional "Shutdown Plot Window" and "Shutdown Other Plot Windows". Top menu will have "Shutdown All Plot Windows".
