docs: add troubleshooting guide for qrun command not found error

Description

Adds troubleshooting documentation for issue #1276 where users encounter "qrun: No such file or directory" error.

Changes

Added troubleshooting section for qrun installation
Included step-by-step Qlib setup instructions
Added data download steps

Hi, @ishanrajsingh Thank you for your attention and contribution to RD-Agent. The md file can't be shown in the documentation, if you want to show it, you can change it to an rst file and register it in index.rst. Also, the name troubleshooting is too long, would it be more appropriate to change it to (F)requently (A)sked (Q)uestions?
