Solving Sudoku with Grover's Search

Adds AQ version of Grover's Search Sudoku Solver sample. Contains the algorithm, full-state vs sparse simulator, resource estimation and running on hardware.

Current PR only includes Quantinuum version; once feedback is implemented, I will open another PR with the IonQ version.
