Added VQE and PSI4toBroombridge samples

Implemented a VQE as described by Peruzzo, et. al. Added conversion code from PSI4 to Broombridge. Made with love in Seattle. :)

Hey @guenp! The VQE code here may be obsolete given the VQE code here: https://github.com/microsoft/QuantumLibraries/blob/main/Chemistry/src/Runtime/JordanWigner/JordanWignerVQE.qs What do you think?

As for the PSI4toBroombridge code, do any comparables exist?

(Apologies for my hazy memory! This was a group project from my freshman year)
