Extend `DelegateParameter` to handle `ParameterWithSetpoints`

This PR intends to extend the existing DelegateParameter to also cover other parameter types (other than Parameter) including the ParameterWithSetpoints.

The current shortcoming is the access of Parameter properties and saving the DelegateParameter correctly to the DB.
