CmdPal: New extensions/command notification

Description of the new feature / enhancement

Add a feature that notifies the user about new extensions or commands available in the Command Palette, with a pop-up notification appearing the first time an extension is automatically activated.

Something like this (ignore the arrow, I just grabbed 1st screenshot from the net)

Scenario when this would be used?

Keep the user informed and in control of what’s available in the Command Palette, especially as more apps are expected to integrate command providers in the future.

@niels9001 What do you think about the idea in general? Today was not the first-time something popup in my command palette and surprised me.
