Steps to reproduce

1. Turn on Narrator
2. Tab to any bottom bar button

✔️ Expected Behavior

Narrator reads the name of the button and the keyboard shortcut (e.g. "Settings. Shortcut: Ctrl + Enter").

❌ Actual Behavior

Narrator only reads the name of the button (e.g. "Settings"). If you tab to the button and hit enter on a Ctrl+Enter button and hit enter after the button name is narrated, it doesn't do anything.
