When you click on Command Palette icon on taskbar or in start menu apps list, the window doesn't open.

✔️ Expected Behavior

The Command Palette window can be opened from start menu or taskbar.

❌ Actual Behavior

The Command Palette window doesn't open from start menu or taskbar.

The issue appeared after updating to 0.91.0

I get this issue after updating to 0.91.0 and it's still an issue after updating to 0.91.1. I Have tried uninstall an then re-install 0.91.1. It is installed in system context.

I definitely know what this is. There's a threading issue with the handoff to the original instance. Someone (either the new instance or the old one) is doing something that needs a UI thread off the UI thread.

I bet it regressed in #39269. I've seen this for a while since then.
