[Workspaces] Change workspaces icon store position

Before, workspaces ico are stored in temp folder, which is easily cleaned up by user. After clean, user has to explicitly save icon once again. With

@vanzue, Do we need to do data migration then? I mean a special job just transfer the tmp folder's workspace icon to this new. If not, all users will be impacted?

Icon is stored in temp, and we don't mean to change existing icon right? We have a shortcut on desktop in previous version, and we release a new version, new icon will be pointed to new storage, and old icon will still sits there.
If we don't migrate, users' existing icon will not be deleted, so they will not be affected
