Quick Accent: Allow a shorter input delay than 100 ms
Description of the new feature / enhancement
The "input delay" setting is currently limited to a minimum of 100 ms. However, given the change in behavior due to #37757, as noted by https://github.com/microsoft/PowerToys/issues/39436#issuecomment-2885532111, allowing a shorter input delay than 100 ms would be desirable, so that the user has the option to not hold the target key + activation key chord as long before Quick Accent activates.
Note that this is distinct from the default value for the setting, which may be filed and discussed as a separate issue. With the wider range of values allowed for the setting as proposed here, the user is given the choice to balance how short they want the activation time to be versus the risk of accidentally activating when typing quickly, based on their own personal typing habits.
