[CmdPal] Restart Explorer option in Windows System Command

Description of the new feature / enhancement

Display a "Restart Windows Explorer" option in the Windows System Command module. Selecting it would kill and immediately restart Windows Explorer.

Scenario when this would be used?

It is a common resolve to many temporary bugs that can be encountered. Being able to do this without having to find the appropriate Task Manager entry would be rather convenient.
