[Deps]Upgrade Windows App SDK to 1.6.250205002 and CsWinRT to 2.2.0

Summary of the Pull Request

  • Upgrade Windows App SDK to 1.6.250205002
  • Upgrade CsWinRT to 2.2.0
  • Upgrade WindowsSdkPackageVersion to 10.0.22621.57 so it uses the same WinRT dll versions as CsWinRT 2.2.0

Validation Steps Performed

Built a Dart build and did a sanity check.

Please update Microsoft.Windows.SDK.BuildTools to version 10.0.26100.1742

Doesn't make sense to update the SDK build tools to 10.0.26100.1742 without updating the sdk to 26100 as well. I believe that should be a separate PR.
