[PT Run > Time and Date plugin] Custom formats
Summary of the Pull Request
This PR implements support for custom formats in the "Time and Date" plugin.
Additionally this PR adds support for the following formats. (Output only over custom format.):
- OLE Automation Date
- Excel (base 1900)
- Excel (base 1904)
(@zadjii-msft I will ping you if it is ready to port over.)

@moooyo, from @zhaopy536 I got the info that a 0.90 fix release is in work. Hopefully this "Custom formats" PR is not part. We should not ship it in the hotfix to prevent feature difference between PT Run and CmdPal.
