File Explorer doesn't work with Workspaces

Steps to reproduce

  1. Created Fancy Zone with 4 apps.
  2. Move each app to its place
  3. Launched Workspaces
  4. Created space, with those 4 apps opened

✔️ Expected Behavior

When launch saved Workspace, opens the 4 apps an placing them in assigned positions.

❌ Actual Behavior

Only 3 apps opens and go to assigned position, excluding File Explorer, which it doesn't launch. Or, if file Explorer is open, it does nothing.

Confirming that this remains a bug. I encounter the same issue with File Explorer not responding to Workspace launch.

Microsoft PowerToys version 0.88.0

Installation method Windows Store

Steps to reproduce Opened Workspaces Editor. Saved a workspace with four apps arranged across two monitors, including a File Explorer window.

✔️ Expected Behavior When Workspace is launched, opens the 4 apps if not opened already and places them in the assigned positions or moves existing windows to the assigned positions.

❌ Actual Behavior Only 3 apps open and go to assigned position, excluding File Explorer, which it doesn't launch. Or, if a File Explorer window is open, it does not move the File Explorer window to the assigned position.

Yes. It's a bug. I will create a bug report, but it's the same that @philcombiths posted.
