Steps to reproduce

When I try to open PowerToys, either from the system tray or the start menu or the .exe.

✔️ Expected Behavior

The application window where you can change settings to open.

❌ Actual Behavior

I get a notification saying "A new powertoys version has been installed,. Please restart the computer, when possible, to fully reload File Explorer extensions." and the normal settings/application window does not open.
