1. install DetectedPowerToysUserVersion=0.74.1.0
2. install DetectedPowerToysVersion=0.82.1.0
3. install a newer version of "0.84.1" or try in uninstall 0.74 or 0.82 with those install exec.

upgrade successfully or uninstall successfully
