Steps to reproduce

1. Open the File Explorer, Microsoft Edge. Then minimized the File Explorer to taskbar.
2. Save this layout.
3. Restore this workspace. Problem: Can't open the File explorer from the minimized state.

✔️ Expected Behavior

Hope minimized apps can open normally after restoring.

❌ Actual Behavior

Can't open the File explorer from the minimized state.
