Steps to reproduce

"Windows Settings" windows forgets last fancy zone after windows reboot. After changing again to zone, window will re-open in correct fancy zone until there is a reboot.

✔️ Expected Behavior

"Windows Settings" windows opens to last fancy zone when opened for the first time after reboot.

❌ Actual Behavior

"Windows Settings" windows opens to full screen window.
