[New PT] Settings Scheduler to set a timer or set time for changing settings

Description of the new feature / enhancement

A simple utility for scheduling a setting for a set time or duration. The utility would have a few options for different settings then the option to change them based on a timer or based on a specific schedule.

Scenario when this would be used?

• Set the theme to dark mode every day at 7pm and light mode at 7am
• Turn off wi-fi for the rest of the day
• Set laptop speaker volume to zero every morning

Supporting information

• Similar to Task Scheduler but more friendly
• More focused and easy to jump in and out than Power Automate
• Could evolve to include more settings
• Triggers could make more complex scenarios like when connecting to specific Wi-Fi networks, or locations like have a
  • "work mode" trigger which sets a few settings when arriving to work, or home
• This could be an Awake v2
