Summary of the new feature/enhancement

Often I have a need to rename a bunch of files to randomly generated strings, like GUIDs (or any other valid filename string with given length). Right now I'm using this little python script but I'd like to have it PowerToys toolset. As I have no experience with C/C++ I afraid I cannot implement a PR for this.

Started working on this, estimated turnaround for draft PR 2-4 weeks.

e: update after 2 weeks: ~probably 50% ish done if no major setbacks~ e2: nvm, pretty much 100%, opening a draft PR today or tomorrow
