Steps to reproduce

Often when I return to my computer after being away for a while, or when I log in using remote desktop at home, fancy zones will activate when I drag a window even if I am not holding the activation shortcut. So I will drag a window and it will snap to a zone and I will see the zones appear on the screen even though the shortcut was not pressed (shortcut is shift on my computer). It only does it once and then functions properly, but is annoying. Thanks!

Dragging a window without the shortcut key held should not activate fancy zones

❌ Actual Behavior

Fancy zones activates when shortcut key is not pressed

This continues to occur in 0.91.1. The zone activation can be cancelled by pressing and releasing the shift key.
