[Mouse Utils] Allow Crosshairs center radius to be 0 px

Description of the new feature / enhancement

Mouse Pointer Crosshairs has an option for changing the center radius. The current range is 1 - 500. In my opinion the minimum value should be 0 px.

Scenario when this would be used?

When the user wants to create a cross on their screen without any center for very precise situations. Also I don't see any reason why it couldn't be 0, so why give the users an option.
