[Advanced Paste] Clarify usage of AI and that it can be used without AI

Provide a description of requested docs changes

We should better clarify in PT Settings and on learn.microsoft.com that:

  • Advanced Paste has an AI part and an non-AI part.
  • that the AI-part is off by default and requires an OpenAI key first.
  • you can use the non-AI part without having AI part enabled.

THIS TEXT COULD BE ADDED:

Overview: Advanced Paste in PowerToys offers both an AI-powered component and a non-AI part for text manipulation. The AI part is disabled by default and requires an OpenAI key. Users can still use the non-AI part without enabling the AI component.

AI Part: Provides features like summarizing text, translating, generating code, and transforming/stylizing text.

Non-AI Part: Available to all users. Includes options for plain text, JSON format, and markdown format.
