AlwaysOnTop but inversed, so that the selected window is always in the background
Scenario when this would be used?
I keep a specific window below all my other ones via applying AlwaysOnTop to every window except for that one, but I frequently close/open new windows and I have to reapply it every time. It'd be much quicker to just be able to command the one window that I want to stay in the background to stay in the background.

Hi! We've identified this issue as a duplicate of another one that already exists on this Issue Tracker. This specific instance is being closed in favor of tracking the concern over on the referenced thread. Thanks for your report!
This isn't actually a duplicate of #16716, that request wanted the window to not pull focus, whereas this one is to have it remain on the bottom even when it is focused. It's something I'd also like to see added, so I hope this can be reopened
