Add Crimean Tatar language to Quick Accent

Description of the new feature / enhancement

Add letters for latin alphabet of the Crimean Tatar language.

The Turkish alphabet has some extra unnecessary letters and missing "ñ".

Scenario when this would be used?

This feature would be used by Crimean Tatar language speakers.
