Ability to independently change the color picker tooltip text

Description of the new feature / enhancement

An option to change just the text/format of the tooltip, separate from the default color format.

Scenario when this would be used?

I like being able to see HSV instead of hex when picking a color as it's easier to visualize. However, hex is easier to paste into programs. So I'm stuck between choosing HSV and hex, but with this new option I could just leave hex as the default and choose HSV to show in the tooltip.
