Partial fix for Installation does not complete in the case of a machine install. A fix for the user install needs deeper analysis.

Detailed Description of the Pull Request / Additional comments

Validation Steps Performed

Ran the machine installer to successful completion in the following environment:

• Windows 10 (as reported in issue)
• Language: German (as reported in issue)
• My Documents moved to a network drive

Note that I also verified that the bug repros with the following versions: PowerToysSetup-0.80.0-x64.exe PowerToysUserSetup-0.80.0-x64.exe PowerToysUserSetup-0.80.1-x64.exe
