Run window not getting focus when opened with certain applications in focus

Steps to reproduce

Open the application and focus the window by clicking on it. Hit the Shortcut for PowerToys Run. Run window does not get keyboard focus. Applications that show this behavior are PowerToys Settings, GPU-Z, MSI Afterburner This is similar to other keyboard focus issues like #20043

✔️ Expected Behavior

Run window opens and has focus.

❌ Actual Behavior

If centralised hook is disabled, the run window does not open at all, if activated it opens but does not get focus.

this problem also had to when windows start menu already open.

Also (still) getting this issue.

Of the many (annoying) programs and installers that will suddenly and spontaneously steal focus while I'm in the midst of typing something (and thus activating a flurry of in-program shortcuts I have to then try and backtrack through to undo), PowerToys Run is the one program I actually do want to take focus, but does not.

A metaphor of my life, I suppose.

I've been reproducing this issue a lot, and often in the same style of https://github.com/microsoft/PowerToys/issues/20043

This has made using Run a lot harder to use as there's no simple way to refocus the run window without dropping it via the keyboard.

I wouldn't mind an option to just force focus for power toys run. If it ever loses focus I'd be happy for it just to close.
